Otherwise it reads Insufficient signal, which is a statement about the evidence, not about the market.

How the Hiring Pulse works
A raw count of roles rises when we add a board and falls when one fails to load, which is why the tracker’s own total is never the measure. The reading is built in six steps.
Step 1
Employer boards monitored
95 boards, read every morning from the employer’s own site.
Step 2
Was each board read completely?
92 complete, 0 partial, 3 failed on the latest day. A partial or failed read is never counted, not even as a lower bound.
Step 3
A comparable panel
Only employers read completely on both days, under the same collection method and the same board configuration, are compared.
Step 4
Four signals
Breadth (how many firms are hiring), depth (roles per firm), momentum (roles opened against roles closed) and coverage (how much of the universe was read).
Step 5
Quality gates
At least 5 employers and 20 roles in the segment, no single employer behind more than half the movement, no pair behind three quarters of it, and at least 40 comparable employers covering 70% of the universe.
Step 6
The reading
Expanding, Stable (inside ±5%), Contracting, or Insufficient signal. Thin markets are read over 28 days under the same thresholds.
It is a pulse and not an index: an index would need a year of comparable readings and a seasonal baseline, and this series is weeks old. Year-on-year and this-September-against-last follow when the history exists.
